Ecosystem Overview
Belarus developed a notable tech startup ecosystem primarily through the Hi-Tech Park (HTP) in Minsk, a special economic zone established in 2005 that offered significant tax incentives and attracted hundreds of IT companies. The country produced several globally recognized companies, including EPAM Systems, Wargaming, and MSQRD, demonstrating strength in software development, gaming, and deep tech. However, the political crisis following the disputed 2020 presidential election triggered a significant exodus of talent and companies, with many relocating to Poland, Lithuania, and Georgia. The ecosystem has been severely disrupted, with international investment largely frozen and key founders and developers operating from abroad. What remains is largely export-oriented IT services and software development rather than a robust domestic venture ecosystem.
