Ecosystem Overview
Russia's startup ecosystem was one of the larger emerging markets in Europe and Central Asia prior to 2022, with Moscow serving as a dominant technology and venture capital hub. The ecosystem produced notable companies in fintech, cybersecurity, and enterprise software, supported by strong STEM talent from top technical universities. Following Russia's invasion of Ukraine in February 2022, international investors largely exited, many founders relocated abroad, and Western sanctions severely disrupted funding flows and ecosystem connectivity. Domestic venture activity continues at a reduced scale, primarily through state-affiliated funds and local investors, with a focus on import substitution and government-backed technology priorities. The ecosystem remains technically capable but internationally isolated, with significant brain drain affecting long-term innovation capacity.
