Capital Landscape
Ukraine's venture capital market sits at an early-to-mid stage of institutional maturity, with total AUM concentrated in a relatively small number of funds compared to more established Eastern European ecosystems such as Poland or the Baltics. Before 2022, the market had been growing steadily, with Kyiv emerging as the dominant hub for deal activity and fund formation. The full-scale Russian invasion disrupted fundraising cycles significantly, pushing many Ukrainian-founded funds to register and operate across multiple jurisdictions, including the EU, UK, and US, while still maintaining active sourcing in Ukraine and the diaspora.
AUM concentration is notable: a handful of funds account for the majority of institutional venture capital deployed into Ukrainian-origin startups. Most funds operating in this space manage between $20 million and $150 million, with only a small number exceeding that ceiling. This places Ukraine's largest funds in a tier that is large by local standards but still modest relative to Tier-1 European or US vehicles. The absence of deep public-market liquidity and a limited LP base of domestic institutional capital means funds are often backed by international development finance institutions, diaspora investors, and foreign family offices rather than domestic pension funds or insurance companies.
Despite the war context, deal activity has persisted, particularly in defense technology, enterprise software, and cybersecurity, sectors where Ukrainian engineering talent has a documented track record. The market remains founder-rich relative to its capital base, which means competition for high-quality deals is real but the supply of institutional capital per qualified startup is still lower than in Western European markets. That imbalance shapes how funds behave and what they prioritize.
Notable Fund Archetypes
These funds write pre-seed or seed checks across software, fintech, and consumer technology without a defined sector mandate. They tend to rely heavily on proprietary deal flow from Ukrainian university networks, accelerator pipelines, and founder referrals, and often co-invest with international syndicates to fill out rounds.
Accelerated by the war, this archetype focuses on dual-use technology, drone systems, cybersecurity, and battlefield logistics software. Funds in this category often have advisory boards with military or government backgrounds and source deals through defense-sector relationships rather than conventional startup events.
Structured to operate across Ukraine, the EU, and North America simultaneously, these funds back Ukrainian-founded companies regardless of where they are incorporated. The LP base typically includes Ukrainian entrepreneurs who exited earlier-generation businesses and now recycle capital into the next cohort of founders.
Backed partly or substantially by development finance institutions or multilateral bodies focused on emerging markets, these funds target slightly later-stage companies with proven revenue. They tend to prioritize economic resilience mandates alongside financial returns, which influences both sector focus and portfolio support structures.
Several large Ukrainian technology companies and regional telecoms have established internal venture vehicles that invest in startups adjacent to their core business. These arms typically offer strategic value such as distribution or infrastructure access, and they operate with longer hold horizons than independent funds.
Funds headquartered in Poland, the Baltics, or the Nordics that maintain a dedicated allocation to Ukrainian-origin deals. They do not lead Ukrainian-specific strategy but treat the market as a high-talent, price-efficient source of deals that can be scaled into EU markets after initial traction.
How to Approach These Funds
Founders targeting large funds active in the Ukrainian market need to account for the operational reality that most of these vehicles are managing portfolios across multiple geographies simultaneously. A fund with primary exposure to Ukraine is almost certainly also tracking deal flow from Poland, the Baltics, or the broader CEE corridor. That means a Ukrainian-founded company is not evaluated in isolation but against a regional opportunity set, and the comparative case for why your company is best built from Ukraine needs to be explicit, not assumed.
Warm introductions carry outsized weight here relative to cold outreach. The community of active investors in Ukrainian tech is small enough that most fund managers know each other and share information on deals. A referral from a trusted portfolio founder, an accelerator partner, or a co-investor they have worked with before opens doors that a cold email typically will not. If you lack a direct connection, working backwards through accelerator alumni networks or diaspora professional communities is a realistic path.
Stage fit is a serious filter. Funds in the larger AUM tier generally want to see demonstrated product-market fit, at minimum some early revenue, and a founding team that has already navigated the logistical complexity of operating through wartime conditions. The ability to show continuity of operations, distributed team structure, and incorporation in a stable legal jurisdiction (often Estonia, Poland, or Delaware) signals that you have already solved the first tier of risk that gives many international investors pause.
Come prepared to address entity structure and banking arrangements directly. Larger funds conducting proper due diligence will ask about these early, and treating those questions as secondary or administrative tends to slow the process significantly. Positioning your company's Ukrainian roots as a talent and cost advantage, rather than a risk factor requiring an apology, tends to land better with funds that have already made the bet on the market.

Our mission
We are a specialist provider of risk finance to benefit small and medium-sized enterprises (SME) across Europe. We are part of the EIB Group. Our shareholders are the European Investment Bank (EIB), the European Union, represented by the European Commission, and a wide range of public and private banks and financial institutions.
We carry out our activities using either our own resources or those provided by the European Investment Bank, the European Commission, by EU Member States or other third parties.
By developing and offering targeted financial products to our intermediaries, such as banks, guarantee and leasing companies, micro-credit providers and private equity funds, we enhance SMEs access to finance.
Our objectives
By taking SME risk, we pursue our two main statutory objectives:
fostering EU objectives, notably in the field of entrepreneurship, growth, innovation, research and development, employment and regional development;
generating an appropriate return for our shareholders, through a commercial pricing policy and a balance of fee and risk based income.

The EIF in 2020
The pandemic has brought about unprecedented levels of uncertainty, insecurity and isolation, as well as an economic downturn that is hitting small businesses hard.
Despite market difficulties, and thanks to our valuable partnerships with EU Institutions, national and regional governments, and our financial intermediaries, the EIF has deployed a record amount of €12.9 billion in commitments to the market.
Responding to covid-19
Our continued engagement for financing of European SMEs was driven by the quick COVID-19 response measures – now extended across the main guarantee instruments until 30 June 2021; as well as our experience in delivering EFSI / the Investment Plan for Europe whose commitment period ended at 31 December 2020 after nearly six years of full successful deployment.
Further new, bilateral or multilateral measures launched in co-operation with EU Member States have served to address local challenges or complement Europe-wide efforts to alleviate SME financing needs from start-up to scale-up.
Overall, for every euro channelled via the EIF in 2020, over five euros made their way to small businesses across Europe.
Launching the EGF together with the EIB
Alongside these efforts, the € 25 billion Pan-European Guarantee Fund (EGF) was designed and launched in the second half of 2020 as an EIB Group initiative. The EGF aims to fight the negative economic effects of the crisis, and is a testament of collaboration between the EIB Group and the Member States that financed it.
In the same way as other financial instruments managed by the EIB and the EIF, the EGF is deployed through banks, funds, national promotion institutions and direct lending to SMEs and funds across Europe.

We have remained dedicated to fostering innovation with clear priorities in the fintech, deep tech, space, blue economy, life sciences, health care and agribusiness sectors, while also ensuring support for traditional businesses in their digital transformation.
The EIF has created and deployed novel financial instruments that open up additional financing opportunities in skills and education, the creative and cultural sectors and overall, in making social impact, sustainability and social impact important aspects of our everyday lives.
