Ecosystem Overview
Mauritius has developed one of Africa's more mature startup ecosystems, leveraging its status as a regional financial hub and its favorable regulatory environment under the Financial Services Commission. The country serves as a gateway for investments into Sub-Saharan Africa, attracting regional VC funds and holding companies that use its double taxation agreements and business-friendly legal framework. Fintech, ICT, and blue economy ventures are particularly prominent, supported by government initiatives such as the Mauritius Africa FinTech Hub and the Digital Economy Blueprint. While the domestic market is small, many Mauritian startups are built with pan-African or global ambitions from inception. The ecosystem remains relatively early-stage in terms of local venture funding, but growing incubator activity and diaspora investment are steadily building momentum.
